African National Congress (ANC) member of Parliament Khusela Diko’s ex-husband Jacob Khawe has been appointed chair of the Community Schemes ombud.
The Community Schemes Ombud Service (CSOS) was established under the Community Schemes Service Act 9 of 2011 to regulate the conduct of parties within community schemes and ensure their good governance.
The CSOS Act defines community schemes as “living arrangements where there is shared use of and responsibility for land/buildings such as sectional title, homeowners’ associations, retirement housing schemes, share block companies and housing cooperatives.”
According to the South African government, the CSOS’s mandate is to regulate, monitor, and quality assure scheme governance documentation; develop and provide a dispute resolution service; provide training for conciliators, adjudicators, and other CSOS employees; and take custody of, preserve, and provide public access electronically or by other means to scheme governance documentation.

FORMER ANC GAUTENG SECRETARY
In 2022, Khawe who is a former mayor in the Emfuleni Municipality failed in his bid to be re-elected as African National Congress (ANC) secretary in Gauteng, losing to former music executive Thembinkosi “TK” Nciza.
In addition, he didn’t make it to the Gauteng provincial executive committee (PEC) which is the highest decision-making body in the province.
“It is a democratic outcome and I think that members of the ANC make their choice for whatever reasons… What is important now is that one should refocus and contribute constructively in building the ANC. I have to respect their choice. You do not get elected through hope, you get re- elected through campaigns and participating in various ways… I was less interested in those and more on the commissions and resolutions that the ANC has to take,” he told Daily Maverick after the elective conference.
ALLEGED ABUSER
In 2022, Jacob was accused of abusing his estranged wifeNthabeleng Khawe, who later filed for divorce claiming that the former ANC Gauteng secretary used her as a punching bag.
Nthabeleng told Sunday Worldthat she was allegedly assaulted four times at their marital home in Featherbrooke Estate, in Johannesburg.
Further, Nthabeleng alleged that their fight started when she refused to marry Jacob in community of property.
“The fight really started with my stance on the marital contract. I refused to marry Jacob in community of property and that hurt him. It didn’t make sense to marry anyone in community of property after toiling for over 20 years without him. Four weeks after the grand wedding he disappeared for six weeks because I objected to constant early morning arrivals. Like who works until 3am every morning?” she went on to say.
