The City of Cape Town (CoCT) plans to finalise its business plans by mid-2025 to take over passenger rail services in the metro. This move aims to improve efficiency and align with the City’s constitutional mandate to provide an integrated public transport system, as reported by EWN.
Rail Feasibility Study Adoption
The City Council has adopted a Rail Feasibility Study, which proposes three ownership models for passenger rail services. The study emphasises the need for CoCT to control rail services to ensure their functionality and efficiency.
Mayor Geordin Hill-Lewis has highlighted that rail devolution will significantly benefit lower-income households. The takeover will reduce transport costs and foster local economic growth over the next two decades.
Service Level Plan Finalised
CoCT and PRASA have finalised a Service Level Plan (SLP)after months of negotiations. Mayor Hill-Lewis has confirmed that the SLP provides a solid foundation for rail devolution.
The Mayor has outlined plans to scale up passenger numbers, introduce new train sets, and expand routes. His vision includes upgrading stations and developing affordable housing along rail corridors.
The SLP allows for close monitoring of PRASA’s performance. It focuses on station revitalisation, recommissioned lines, and increasing passenger trips. A joint committee will oversee progress.
Three Proposed Ownership Models
CoCT will develop business plans for three ownership models:
- Full Ownership: CoCT owns, operates, and maintains the rail network, absorbing PRASA personnel.
- Concession Model: CoCT owns assets, while a concessionaire operates and maintains the system.
- Integrated Solution: CoCT procures a comprehensive solution through a large-scale concession.
Estimated Costs and Subsidies
The 30-year project is estimated to cost R123 billion. CoCT will need subsidies from the National Government and private sector investment to fund the initiative.
The business plans will outline funding strategies, operational management, and financial modelling to ensure the project’s strategic and operational viability.
The City plans to expand capacity on high-demand routes like Strand to Bellville. Additionally, new lines, such as the Blue Downs route, will connect previously unserved areas.
PRASA Introduces Modern Electric Trains
In August, PRASA introduced modern Electric Multiple Units (EMU) trains on the central line in Cape Town. This follows the extension of the service from Nyanga to Mandalay, marking a significant milestone in PRASA’s service upgrades.
PRASA’s new service is set to benefit communities in Langa, Nyanga, Khayelitsha, Mitchells Plain, and beyond. The introduction of new trains and infrastructure upgrades aims to enhance safety, reliability, and connectivity.
Features of the New Trains
The new EMUs feature automated doors, CCTV cameras, and air-conditioning. These modern trains are designed to offer a secure and comfortable commuting experience, showcasing PRASA’s commitment to revitalising commuter rail services.
PRASA has introduced an advanced signalling system to improve train frequency, punctuality, and reduce delays. The agency has also refurbished 263 out of 463 stations, further enhancing the commuter experience.
Potential Shift in Rail Management
Minister of Transport Barbara Creecy has responded positively to CoCT’s request to shift the management of Metrorail from PRASA to the municipality. Talks on the matter continue as CoCT looks to implement its rail devolution strategy.
In August 2023, Mayor Hill-Lewis threatened to initiate an intergovernmental dispute with PRASA after unsuccessful attempts to negotiate a Service Level Agreement. This dispute concerns the management of Metrorail services in Cape Town and surrounding areas.
