The Automobile Association of South Africa (AA) has written an open letter to Minister of Finance Enoch Godongwanaahead of his Budget Speech on Wednesday, 19 February.
In the letter, the AA urged the minister, among other things, to place transport and mobility at the top of his agenda.
The AA also suggested that road safety should be a national priority.
The AA’s letter in full, below:
Dear Honourable Minister Mr Enoch Godongwana,
We write to you on behalf of the millions of South Africans who rely on safe, accessible, and efficient transport systems daily. As you prepare to table the national budget, we urge you to place transport and mobility at the top of your agenda, recognising that a well-functioning transport sector is not just an economic enabler but a fundamental driver of safety, productivity, and social equity.
South Africa faces critical challenges in road infrastructure, public transport, fuel pricing, and road safety. Many of our roads are deteriorating due to years of neglect, leading to vehicle damage, increased transport costs, and, most concerning, higher accident rates. Rural and township roads remain in a dire condition, limiting economic opportunities and endangering communities. We call for increased funding for road rehabilitation and smart infrastructure solutions to address this crisis.
Public transport remains the backbone of mobility for millions, yet it is underfunded and unreliable. The minibus taxi industry, despite serving most commuters, lacks sufficient government support for modernization and safety improvements. Our rail system, once a pillar of affordable transport, is struggling due to underinvestment and mismanagement. A budget that prioritizes these sectors will not only improve mobility but also create jobs and stimulate economic growth.
Fuel pricing remains a significant concern for motorists and businesses alike. The rising cost of fuel, exacerbated by high levies, places immense financial pressure on consumers and affects the cost of goods and services. We urge a review of the fuel levy structure to provide relief to motorists while exploring alternative, sustainable funding models for road maintenance and the Road Accident Fund.
Furthermore, road safety should be a national priority. With over 12,000 lives lost annually on our roads, targeted investment in law enforcement, road safety campaigns, and infrastructure improvements can save thousands of lives.
Minister, transport, and mobility are not just budgetary considerations; they are central to economic recovery, job creation, and the welfare of South Africans. We urge you to ensure that this budget reflects the urgent need for improved transport infrastructure, safer roads, and more accessible mobility options.
We appreciate your time and consideration and look forward to seeing meaningful action reflected in this year’s fiscal budget.
