Finance Minister Enoch Godongwana announced an increase in social grants during the 2025 Budget Speech on Wednesday including the child support grant.

The child support grant will rise by R30 to R560 per month, increasing from April this year.

Social Grants to Support more child grant and Other Grants Beneficiaries

The government expects the number of social grant beneficiaries, excluding those receiving the Social Relief of Distress (SRD) grant, to reach 19 million in 2025/26 and 19.3 million in 2027/28. This rise is driven by a growing population of older persons and increased demand for financial support.

The government is reviewing active labour market programmes, and by September 2025, it will determine a long-term income support structure for unemployed individuals.

Budget Growth to Address Rising Costs

According to the Budget Review, the social grants budget will increase by R8.2 billion over the medium term to accommodate higher living costs. The Department of Social Development, responsible for administering grants, has been allocated R422.3 billion for 2025/26. This amount is set to rise to R452.7 billion in 2027/28, reflecting an average annual growth rate of 4.5%.

“Social grant spending makes up 81 per cent of the allocation for this function,” the National Treasury stated.

“At an average annual growth rate of 5.3 per cent, social protection spending increases above inflation over the medium term.”

The government emphasised that reforms and efficiency measures are necessary to sustain the social security system. Treasury noted that improving biometric verification of grant recipients would help achieve savings.

Balancing Social Support and Fiscal Sustainability

With nearly 28 million South Africans dependent on social grants, the government is balancing poverty alleviation with economic sustainability. Godongwana highlighted that South Africa has one of the most comprehensive social safety nets among emerging economies.

“This reflects our commitment to addressing poverty and inequality while keeping our spending sustainable,” he said.

As social grant spending grows, how should the government ensure long-term financial sustainability while maintaining essential support for vulnerable groups?
